Maricopa County, Arizona, Sheriff Joe Arpaio is one of the most controversial sheriffs in the United States.  His “Tent City” jail (for more information, see the video http://www.youtube.com/watch?v=BvE_2X87sdg or the website http://www.mcso.org/JailInformation/TentCity.aspx) is infamous for offenders living in non-air conditioned tents, making inmates work on chain gangs, and having male inmates wear pink underwear.
