Establishing communication networks—such as distress hotlines, warning messages displayed on the television or radio, and even text messages or print warnings on electronic devices—holds immense potential for communicating the urgency of disaster response and recovery. Effectively communicating response efforts, assuaging public criticism, and amassing support for continued relief are essential methods of ensuring a smooth transition from response to recovery.
